Cannot play ESO after patch with DX9 graphics board

Hey,
my friend Danatir, who recently joined the guild cannot play ESO anymore after patch 2.3.5
now a graphics board with DX11 is required... before he could play nicely on DX9.
i think it's very bad to change requirements in that way. they should have go on supporting DX9, once they launched the game like that.
He cannot afford a new graphics board and gaming used to be a good way for him to relax after the stressfull job and everyday life he is encountering...

He could eventually resolve it with another graphics board from an old computer he still had!
